Development Status
In 1992, Yining City was approved by the State
Council as a frontier open city, and the establishment of border
economic cooperation zone at the state level was also approved.
Adjacent to the downtown of Yining City, the cooperation zone lies
in the western suburb of Yining City and 3 km away from the
downtown. In the north the zone reaches No.218 National Highway,
to the east of the zone is West Ring Road, and to south of the
zone lies the Ili River. The planned area of the zone covers 10 km2,
and the area for development reaches 15 km2. Efforts
will be focused on the establishment of management and service
zone, specialty industry zone, export processing zone, new and
hi-tech zone, commercial and trade zone and Ili River tourist zone
in the cooperation zone.
The cooperation zone is a comprehensive multi-tiered and
diversified economic zone with resource industry with Ili
characteristics, hi-tech industry and export-oriented economy as
the main business and with the integration of trade, industry and
commerce. It develops by relying on the local resources advantages
and the geographic advantage of the four ports such as Horguos
Port and Alashankou Port, the advantage of eastern and western
cultures and the advantage of grasslands in Tianshan Mountain.
Effort will be made to develop the zone by relying the old city.
Since the zone was established 10 years ago, efforts have been
focused on the improvement of investment environment and thus,
infrastructure facilities in the zone have been greatly developed,
such as road, supply of water and drainage, electricity supply,
communication and heat supply.
With the complete service facilities of commerce, finance,
culture and education, medical care, tourism and entertainment,
the cooperation zone can meet the needs of investors for these
services. We have been smooth in attracting businesses and
investment and more and more enterprises register in the zone,
more and more projects are being built in the zone. A number of
enterprises were put to operation successively, bringing about
good economic returns and social benefits. The real estate
industry has entered a track of sound development.
Development Orientation
According to the overall arrangement of the state for the
western development and the development objective put forward by
the Party committee and government of Yinnig city, by taking into
account the advantages of our prefecture and the actual conditions
of the cooperation zone, the development orientation of the
cooperation zone was set for the five years to come: according to
the principle of mutually complementing in advantages,
technological and system innovation and strengthening cooperation,
and in light of industrial advantages of Ili, great efforts will
be made to develop industry of the zone and bring in large-scale,
intensive and high technology content projects engaged in the
processing of competitive-edge resources of Ili by focusing on the
attraction of exterior investment while being supported by the
development of trade. By the promotion of the industrial economy,
the cooperation zone will be turned into an export-oriented,
multi-function and modern economic zone with strong innovation
capability, high degree of opening, improved infrastructure
facilities and rational layout. Thus, the cooperation zone will
better play the role of powerhouse and promotion in economic
development of Ili, gradually forming a pattern with the
cooperation zone as the leading, large enterprises as the key
force, and large and small enterprises developing in a coordinated
way so as to step by step make the cooperation zone the industrial
base and the distribution center for import and export goods of
Ili.
Administration System
In accordance with the principle of ＾streamlining,
uniform, efficiency and keeping away from corruption, the
Administration Commission of the Cooperation Zone practices a
comprehensive and one-station service system and provide fast and
quality service for investors in an effort to cultivate a good
environment for investment.
Preferential Policies
New joint venture, solely invested enterprise and
cooperative joint venture established in the zone by foreign
investors and enterprises based in other provinces, municipalities
and autonomous regions may enjoy relevant preferential policies
formulated by the State Council concerning the western region
development and policies formulated by the Xnjiang Uygur
Autonomous Region for the invitation of businesses and encouraging
foreign investment. In addition, foreign-invested enterprises and
cooperating domestic enterprises investing in the zone will be
granted preferential policies and measures for encouraging
investment and promoting cooperation, such as Preferential
Policy of Border Economic Cooperation Zone of Yining City,
Xinjiang. We warmly welcome investors
