Development Status
Korla Economic and Technological Development zone is a
provincial level development zone with establishement
approved by the Xinjiang Uygur Autonomous Regional
Government in July 2000. Situated in southeast of Korla
City, Bayangol Mongol Autonomous Prefecture, the development
zone is 8 km away from the downtown of the city and
neighbors on Petroleum Industrial Park in the west. The
planned area is 18 km2, of which 2 km2
has been developed as the first stage development. The
development zone is situated close to the industrial section
which is the priority area of Korla City for development.
With good natural conditions, level ground and high quality
soil, the development zone is favorable for scientific
planning and rational layout of the zone and industries.
Located close to train station and airport and with the
petroleum railway siding passing through one side of it, the
development zone possesses convenient traffic conditions.
The development zone also has good conditions to supply
water and improve the eco-environment, and the pipeline
network for water has been built. Infrastructure facilities
in the start-up area of the zone have all been built and can
meet the requirements for production and living.
The development zone has been integrated with the city
of Korla. Korla is the region in Xinjiang with most the
potential for economic development. A modern industrial
system with a complete range of production has been set up
in Korla, such as petroleum. light textile, food,
papermaking, mechanics, electronics, electric power,
building material, coal and chemical industry. With
advantages in resources, geography, energy and opening up,
the development zone has a bright prospect of development.
Development Orientation
Overall plan for the development of Korla Economic and
Technological Development Zone: to focus efforts on the
development of industry, export-oriented economy and new and
hi-tech industry and environment protection. Integrated
economy and products with local characteristics will be
developed. In accordance with the principle of
^comprehensive planning, constructing by stage and
developing continually ̄, we endeavor to develop the zone
by using the existing basis of the city and relying on the
city in a way of fully embodying the characteristics of new
system, good environment, complete function and high
standard.
Korla Economic and Technological Development Zone
will, in line with the principle of high start point and
standard, accelerate the construction of infrastructure
facilities, strive to cultivate quality environment for
investment, vigorously make and implement preferential
policies for attracting businesses and investment, bring in
talents, conduct reform and innovation, develop integrated
economy and products with local characteristics so as to
make the development zone the economic growth point of Korla
and Bayangol Prefecture in an effort to turn the zone into
the showcase of opening for Bayangol Prefecture and even for
southern Xinjiang.
Industry Orientation and Priority
in Investment
1. Agriculture comprehensive development: high-yield,
high-quality and high-efficiency farming, water-efficient
eco-agriculture with local characteristics; eco-farm,
sight-seeing farm and bases for agriculture scientific
research; fresh-keeping, storage and processing of
agricultural and sideline products.
2. Processing of petroleum and natural gas: chemical
industry, fine chemical industry and agriculture-oriented
chemical industry with petroleum and natural gas as the
basic materials.
3. New and hi-tech industry: bioengineering technology
and bio-pharmacy engineering, new technology and new
materials, information industry, solar energy, technology
for the development of wind power, development and
utilization of new building materials.
4. Industry: deep processing of mineral products and
agricultural and sideline products, manufacture of new
petroleum machinery, dye printing and post-treatment of
textile, food and leather.
5. Infrastructure facility: development of
various infrastructure facilities, land and real estate.
Preferential Policies
New joint venture, solely invested enterprise and
cooperative joint venture established in the zone by foreign
investors and enterprises based in other provinces,
municipalities and autonomous regions may enjoy relevant
preferential policies formulated by the State Council
concerning the western region development and policies
formulated by the Xnjiang Uygur Autonomous Region for the
invitation of businesses and encouraging foreign investment.
In addition, foreign-invested enterprises and cooperating
domestic enterprises investing in the zone will be granted
preferential policies and measures for encouraging
investment and promoting cooperation, such as Preferential
Policies of Korla Economic and Technological Development
Zone for Attracting Investment.
