Items Required for Proposals of Projects Financed by Foreign Government Loan

 1. Necessity and reasons for development of the project. For projects to be rebuilt and extended, brief description should be given about the existing enterprise concerned. For those that need to introduce technology and import equipments, information on the technological gap between China and foreign countries, brief description and reasons for introduction should be given.

2. Market forecast. Including information on present supply and demand at home and abroad, development trend forecast, sales forecast and price analysis. 

3. Ideas about scale and product plan, including analysis on development scale and the description that whether the product plan is in line with industries development planning, technological policies, industrial policies and the adjustment of product mix.   

4. Evaluation of site and route selection, including preliminary evaluation on the geology, landform and socio-economic conditions. Whether the site is in keeping with regional layout. 

5. Services necessary for production and operation, including resources, raw materials, power, water supply and transportation conditions. 

6. Brief description for effect on environment to be brought about by the project. 

7. Ideas about key techniques and technologies, tentative ideas about country and manufacturer from which technological equipment will be introduced. General arrangement for key individual project and the supporting and auxiliary project.   

8. Gross estimate of total investment, source of fund and financing method. As for projects to be financed by foreign government loans, information on the amount, lender country and the basis, and rough plan for the use of the loan.  

9.  Tentative evaluation of economic and social benefits, including benefit and risk analysis, measurement and calculation of returns on investment and repayment of loan, information on balance of exchanges and the way to repay foreign loan.

10. Construction period and progress schedule.
