technical economical index. For projects need to import technical
equipment, description should be given for the source country and the
delivery of the equipment. 5.
Composition of key individual project, public utilities, the supporting
and auxiliary project, general arrangement plan and estimate of civil
work. 6.
Requirements and measures to be taken for environment protection, urban
planning, quakeproof, flood control, cultural relics protection and
migration of residents. 7. Ideas
about the structure of the enterprise, stuff size and personnel training.

Construction period and progress. 9.
Investment estimate and financing plan, including foreign loan, domestic
supporting capital, estimate and source of circulating funds, and
financing methods. 10. Plan
that how foreign loan will be used, including what to and how to purchase.
Principal mechanical and electrical equipments and materials should be
listed (including quantity, mode and key technological parameter).

Evaluation of economic and social benefits, including financial and
economic analysis for the project based on method of dynamic analysis and
sensitivity analysis method. Economic indexes such as investment profit
and tax rate, internal rate of return, payoff period and loan payback
period should be included.
12.
Repayment of loan, including information about balance of payments
in foreign currencies, opinions of concerned departments for the loan
repayment arrangement and how to repay the loan. Significant enclosure:
1) Intent
agreement for takeover of land and terms and provisions for cooperation
with other enterprises; 2)
Document for raising domestic supporting funds;
3) Opinions of departments in
