1. Survey of the project: No. 640 tableland located between basin among front hills and middle reaches of the Kelan River Valley with gentle integral land, which is suitable for mechanized work. This project has good economic efficiency by constructing 430,000 mu of artificial forage grass base making use of Keziga water control project to bring water up to No. 640 Tableland. The project plan has been completed.
2. The Main Content and Scale of the Project: 430,000 mu of artificial forage grass base will be constructed.
3. Estimate of economic benefits and fund-raising program: The investment recovery period is of 3 years, investment profit rate reaches 23% and internal return rate reaches 19%.
4. Cooperative mode: the total investment of 25.6 million US dollars(205 million RMB yuan), 50% investment is from Chinese party by the form of land and cash, 50% of investment is from foreign party by the form of current foreign exchanges.
