To study and propose the development strategy, scale, orientation and policy concerning the autonomous region’s utilization of foreign capital; to study and propose controlling plan for the overall amount of loans from international financial organizations, foreign governments and commercial loans; to monitor and analyze how foreign capital is utilized, and propose policy proposal; foreign loan project and FDI project; examine and approve, submit for examination and approval project of investing overseas; to work with relevant divisions and offices to propose alternative loan project above the amount of limitation; examine and approve the confirmation of tax exemption of import equipment; establish the pool of projects attracting businesses and investment for the autonomous region, and publicize information on these projects; to be in charge of the utilization of foreign capital and, relevant work of the foreign capital leading group of people’s government of the autonomous region.
